Naw we're in that dubious time period immediately after a terrorist attack / mass shooting / etc event where the media narratives run wild and people pretend to know exactly what the motive was before the blanks can be filled in.
Most likely scenarios are either Ukrainian gunmen or Chechen/ISIS gunman and they have wildly different implications, and in either case they could try to purposefully impersonate the other

What's definitely clear is Russia is being hit by a terrorist attack targeting a concert by whats basically boomer rock for ruskies, I mean their frontman is 68 years old
