that's what was happening in early stages in italy. they literally had a case in which thousands of doctors started a law suit against italian goverment cos their government ordered using ventilators despite doctors saying its insane using it on asymptomatic patients.
italian north was the first place in europe that got in a lockdown, i remember when i heard it everyone was shocked. they were testing people and putting them on ventilator despite having or not having symptoms
