Unmasking the names of Americans in intelligence reports in order to properly understand what's going on is not "using our intelligence agencies to spy on Americans". It's standard practice. The Trump administration did it almost 17,000 times in 2018.

We can evaluate the legitimacy of pardons on a case by case basis. Notice Obama's AG didn't tarnish the reputation of the department and the administration of justice by throwing the case.
