I think you don't get how far reaching that decision would be. A Taurus could theoretically be loaded with nuclear waste or real abomb. Russia cannot risk to "gamble" whether the rocket is clean or not. The result would be total retaliation.

sure, that goes both ways though and is a slippery slope.
