I think Ursula Van Der Leyen was pretty explicit about that most recently in terms of discussing artillery. Makes sense for France to want to keep manufacturing in the EU, regardless of if Ukraine falls or not.
Defence spending in EU countries will increase across the board and pretty much immediately in response to Russian aggression; I suppose the production part is a more long term outcome that remains to be seen.
Afaik defence manufacturers prefer 3-4+ year contracts as opposed to limited one time supply. Tooling up to produce 200k shells is far less profitable than tooling up for 5million over 10 years or whatever it might be.
