We saw this week how Iskander can hit a HIMAR truck in an open field with perfect accuracy; So its fair to assume these strikes are intentional or at best negligent.
You can't explain that away and still expect to be afforded any moral high ground.
We see Iskanders used to hit a hotel full of French mercenaries for example (which made it a military target). Why would Russia be spending their most valuable missiles on civilian apartment blocks if there is nothing there to take out (like you suggest)
