It's plausible that Russia suffered huge losses during the (from their pov) disastrous initial phase of the war, and then again during their six-month long "meatwave assaults" on Bakhmut. Since those stages of the war make up the bulk of the combat deaths so far, I have no doubt that Russia suffered significantly more of them during this war than Ukraine. 1:10 is still a too lopsided ratio though.
And of course the ratio will look much better for Russia in recent months. In positional artillery-on-artillery warfare, with Russia having a huge numerical advantage, Ukraine can be lucky if the ratio is "just" 3:2 against them, and that's in spite of them having defender's advantage.
