Cruz is a spineless, soulless opportunist who chose this topic to distance himself from Trump and deal a political blow to his rival on an issue where Cruz assumes to have a majority of the population, perhaps even a majority of republican voters, behind him. He's not acting out of conviction (he has none), no, he's simply jumping on the hearstrings-train which, at the moment, seems to be effective.

as to Cruz he has to walk the evangical line, which is a bit out of step with mainstream republicans on some issues. i believe this is one of them. and his bill is very blande, could even be seen as conservative. more judges = faster processing = faster deportation = paid for by shorter jail visits. its a fucking win win win win win.
