Russia literally has not used Tochka-U's a single time during the Ukraine war.
But who has? Ukraine. Hundreds of times, in-fact, and many more times if you go back to 2014. Just a couple weeks ago Ukraine slaughtered 23 innocent people in Donetsk using a Tochka-U armed with a cluster submunition.
But now all of a sudden Russia decides to use a missile that only Ukraine has been using so far just to kill civilians at random, even though they have been using almost exclusively Kalibre cruise missiles and maybe the occasional Iskander for their operations.
Like I said, it doesn't make sense. Some random picture from years ago proves nothing. But I know that the standard for what you people consider as "proof" is not particularly high when it comes to blaming Russia for something these days.
