Arent tear gas, rubber bullets, beanbags and water cannons standard part of non lethal crowd control?

they are, but even these non-lethal tools can be very violent and cause severe and permanent damage.

for example, a couple of years ago, a guy in Germany had his eyes shot and almost destroyed by a water cannon during a protest against a local real estate project. his remaining eyesight on one eye is <1%, and ~8% on the other. the case was quite famous around here and led to big discussions across all parts of the public and political sphere.
