and no, you can most definitely tell who the bad actors on certain issues are by looking at which nations voted how, especially if you have overwhelming unity and just a few outliers.
i mean, the UN has repeatedly called out the systemic human rights violations by iran itself. alongside north korea, china, israel, saudi-arabia, and several other middle eastern states they are amongst the worst offenders ofc.

Dude, I never claimed that Iran got to chair the human rights council because of their track record. I know it's simply a rotation system - but that's the point: a human rights council in which even the worst human rights offenders on the planet get a seat because "it's their turn" has no moral authority whatsoever.
The majority results of UN votes are not necessarily illuminating. First, because huge countries like India or the US only have the same voting power as Togo or Guyana, and second because there are topics where the vote splits along ethnic/religious lines. The fact that there are a ton more muslims people and muslim countries in the world than jewish people or jewish countries causes most UN votes to go against Israel, but doesn't necessarily imply that they are in the wrong.
