At point two. Didn't a majority of voters elect Putin as president?
Even if the elections were not completely transparent, is it not fair to assume a majority of people that did vote, voted for Putin.
Also as far as I know Putins approval rating in Russia is very high.

While that may be true, do you not agree that Russians are complicit in the execution of the war?
Either by openly supporting, failing to oppose it or passively accepting it.
I'd argue they are complicit in that they alone have the power to remove Putin if that was the desire of the majority of Russians.
In the same way that Brits who opposed the Iraq war still have to accept they will be held responsible for the actions of the British government; Russians wether they support Putin or not, are in fact responsible for and complicit in the Kremlins actions.
I said before I think it is a complex decision with possible negative outcomes to distribute seized funds of another nation.
It would need consensus among many other countries not to be seen as damaging to international relations.
Although I do agree that Russia should be responsible for reparations after any ceasefire, its difficult to argue against that.
