Yeah that makes sense to me, the inclusion of the national guard numbers still seems odd though, I can't see the same PR angle with those as with foreign mercs or nationalist battalions.

Any idea why they would count them separately? Not sure if these numbers refer to the war since 2014 or since Russia invaded, but if they refer to casualties since 2014 the national guard could be included as a means of showing Ukraine was dedicating significant forces to suppress the separatists? Best I can come up with
