Yes, with the delegate margin Biden adds from today's contests, the race is de facto over. From here on out, Bernie would need to win something absurd like 75% of delegates in every contest to get to a majority until the convention. That's not gonna happen, not even if Biden drops dead and has to be replaced by someone else, lol.

At the end of the day, Hillary was just a historically unpopular candidate. Biden has much better favorables, and trying to demonize him wont be nearly as effective as it was 4 years ago. Trying to repeat the 2016 playbook would be a bad mistake for the GOP/the Trump campaign.
