Either the Russians can come up with a working missile defense for Sevastopol, or they can't. That's a technological/materiel question, not something the person sitting at the head of the table in the situation room can affect.

When you consider how many generals and commanders have been purged so far.
Also we are being told that Russia has endless amounts of material and vast manufacturing power.
So they have the material, unless those claims are just wishful thinking. But the commanders in the south can't prevent air strikes on even their military headquarters.
And Sevastopol is a static target yes. Ships are not.
This might be semantics but you kind or contradicted yourself with this,

If Russians have to come up with a working defence, who else but the Russian commanders?
Its not a case of spamming their best anti air systems around Crimea as has been shown by them losing a $1.2 billion dollar air defence system few weeks back.
