I was more interested in why, and I see it as a fairly probable state of affairs that a manager at that Target told the staff 'Don't sell to protesters, we don't want them crowding the store and making other customers feel threatened' and then yadda yadda here we are.

Your position requires a lot of assumptions about the mindset of specific people at the store, and requires hindsight to see that the protesters are going to be looting your area in a few hours.

I'm not saying this definitely did happen, obviously I wasn't there, but a manager denying sales to people because they're scared that they will become a gathering point for protesters isn't something that I would see as out of the ordinary.
