Power grids are a legitimate target if they offer any power whatsoever to any sort of military activity which they likely did, that is very different than attacking a civilian marketplace or apartment building (no military objective here). If you get into the weeds you can make arguments that its not legitimate under certain circumstances (like in winter or other) but that's really splitting hairs and at war no one cares about the fine details
