You are conflating USSR and Russia. Please quote your source on Russia killing dozens of millions since it's existence in 1991.

According to western standards indeed, one could argue that it is deteriorating, however the same article you quote has shown that Russians have traded in some of their rights for stability as e.g. murder rates have dropped 5x times since the times of "democracy". The question is what do Russian people value more - staying alive or ability to look good in the eyes of a western NGO judging them?
