I know that they have, but they have been volunteer forces. Plenty of strong women who want to fight. The problem is when they start drafting women.

“Special military operation” literally means country doesn’t declare an outright war and full mobilization, but a military intervention with limited contingent.

Same as eg US never declared a war since WW2, even for Vietnam for which they announced general draft. Same as NATO doesn’t declare wars - but names them “operation enduring freedom” or such to avoid all the legal hassle of declaring an outright war.
