There are a lot of precedents relating to nations carrying out military operations in foreign countries and not calling them "war". (the ukraine conflict is clearly a war though - its virtually impossible to call it "limited" by this point).

All nations that have troops, uninvited, in another country, are basically committing acts of war by their mere presence. ( I accept this is hard for some nations to swallow but it is what it is ).
