I was reading that neither Russia nor Ukraine have formally declared war against each other, would this affect a refugees status? Is there a distinction between someone fleeing "conflict" vs "war"?

Apart from that, what other benefits does not being officially at war grant either Russia or Ukraine? I assume for Ukraine it affects foreign investment/trade and the transfer of weapons for "self defense" vs "weapons of war"

For Russia I assume it has something to do with in house PR, the government wants to be seen as fighting NATO and nazis and not "real" Ukrainians. Maybe some benefit for Russia in investment and trade as well?

It isn't something I can find much information about so would appreciate any insight people might have
