How desperate are you.
Russia manufactures these aircraft. The plants are in Russia. If they salvage parts from old planes that are no longer used, that's just common sense. You think Ukraine doesn't do the same?
I guess you're going to tell me that the sanctions crippled Russia, that there are no BRICS countries (including China and India) and Russia is completely isolated that's why they can't produce planes anymore.
Just like they can't produce missiles anymore since April last year ^_^
Russia can probably produce aircrafts (and other products...) but it is very certainly much more challenging than before 2022.
I think they can get spare parts but at highter prices or lower quality, while lowering their security standards. And sometimes, maybe more than sometimes, they simply don't have access to these parts.
Russians to liberate themselves from this stupid regime, that's the best i can wish to them.
$3500 cardboard drones vs II-76 Kaput x 4 <=== anything you can't understand ? lol

"will allow 12 per" year and the article is pre-war. Seems Production is probably close to 5 like ukrainians are saying.
https://www.eurasiantimes.com/russia-after-su-30-sm2-su-35-rostec-delivers-il-76md/The Russian Ministry of Defense was dissatisfied with the aircraft’s production output and had even urged manufacturer Aviastar to increase output. As of early 2021, nine aircraft in total had been built.
Btw sanctions are half working, like a slow poison, that's it.
