Yes that was the point, many people were wrong about their expectations of the war and that includes western military leaders. It is also reasonable to assume that if the Russian attempt to take Kyiv was successful, the war may have been over much sooner.
Many people in the whole world, including russians themselves, clearly overestimated the russian army while probably underestimating the ukrainian motivation.
