Not sure if true, but it sounds great ! Maybe it's only 400 km, maybe the 700km one was done without load charge. No idea.

Unit cost Domestic cost : US$200 million

On geo-strategical point of view: Moscow & close areas represent 22+ millions people and is at ~ 500km from Ukraine.
Anyway, if Ukraine (for some reason) is left out of NATO, it would probably seek nuclear power and acquire it pretty quickly.
