Crimea SOS, a Ukraine-based NGO, posted a report on its website on Thursday saying it has evidence of three to four such cases. It didn't share the evidence itself.
The bodies were being kept at a morgue in Simferopol, the second-largest city in Russian-occupied Crimea, the group said, alleging that Russian military officials were demanding payment to send them back.

“Russian military commissars” in the occupied Crimea make money on the bodies of those killed in the Russian war against Ukraine. Crimean SOS learned about this from its own sources.
According to available information, "Russian military commissars" bring the bodies of those killed on the battlefield to the morgue in the city of Simferopol. However, relatives are told that the body was only found in the places of active hostilities, and in order for it to be transported to the Crimea, relatives are offered to pay about 100-150 thousand rubles for the services of carriers. The “commissioners” justify such a scheme by the inconvenience of the location of the body and its transportation, otherwise the body will have to wait a long time. At least three or four such cases are now known.
“Russian military commissars” are war criminals who, since the beginning of the occupation of the peninsula, have illegally recruited and mobilized local residents into the Russian army.
This is a violation of the Fourth Geneva Convention (art. 51, art. 147) and a war crime under the Rome Statute of the International Criminal Court (art. 8(2)(a)(v)). All war crimes do not have a statute of limitations and responsibility can come even decades after it was committed.
Earlier, KrymSOS updated the register of “Russian military commissars” responsible for conscription and mobilization of Crimean residents into the Russian army. 20 people can be prosecuted for this war crime in Ukrainian courts, the International Criminal Court (ICC) or in the courts of foreign states under universal jurisdiction.
