The fully vaccinated largely won't experience rising infections because 95% of them are immune.
But that's what's happening in Israel right now?! They have rising numbers of fully vaccinated who test positive, driving their case numbers up in spite of not being at risk themselves or developing enough viral load to infect others.

The issue with people refusing is because they endanger those who can't get vaccinated. If there are enough holdouts that there is still low level spread then we still endanger those people who have no choice and the 5% who tried but didn't gain immunity.
That's tough luck. The number of such cases will never get high enough to endanger the healthcare system, and thus not justify ongoing restrictions.

If there are enclaves of unvaccinated then there will continue to be restrictions on those cities or towns.
Big disagree. The solidarity and regard for others among the young, healthy population was already overextended by the previous covid measures. Once everyone had a chance to get vaccinated, all dams will break and anyone trying to impose new lockdowns or restrictions, no matter how targetted and local, will be told to fuck right off. Definitely by the mass of people, but possibly even by the courts themselves.
In a liberal democracy, you cannot uphold painful restrictions and infringe on civil liberties without compliance from the affected populace - and this compliance, which was already low when there was no vaccine and 600k were dying, will evaporate once and for all as soon as the vaccination campaign is finished.
