I don't disagree America found cash to be a much more effective motivator than threat of political, commercial, or actual death.
Then again, the hand of American cash is often glimpsed in those people who countries like China and Russia lock up, and American interference in every nation on Earth's internal politics is undeniable. So there is question as to the validity of charges and 'accidents' in regards to said nations but those questions include the validity of the victim as well.
