The most important on my eye is that people bitching about vaccination should not have any support for hospitalization costs and will have lower priority in line.
To establish this status they would have to "officially" refuse the vaccination. Later we put some red badge on their clothes, or an electronic bracelet.

you're getting badges "VACCINATED" once you take the barely tested vaccine, and people even add banners on their facebook's profile picture. "proud to be vaccinated"
not surprised, people that have been doing so are the people that most often struggled with spelling and primary school math

so if your plan was to mark the retarded ones, it's been ongoing for a while
