It seems people on both sides don't use it correctly. Left-wingers think it doesn't really exist, and Trump cultists think that any blatant, provable lie Trump tells is just the result of a perjury trap. Everybody seems to prejudge Trump's potential false testimony before they even have the evidence.
I think this is just how federal investigations usually work... Mueller wanted to lock Trump in on at least some answers before he starts moving forward with the case.
I also tend to think Mueller will still try to interview Trump, or bring him in front of the grand jury. That'll be after more indictments.
