They didn't "flipflop on policy". Studies are being conducted and new evidence is coming in from them. We have evidence for two vaccines so the recommendations get updated for those vaccines.
That's how science works, you update when evidence comes in.
this happens and makes me chuckle every time when it comes to binary decisions. the best example is advice on consuming eggs and red meat.
for years studies were plagued by bad data because of accompanying foods eaten with both. bacon, fries, soda, etc. most of the red meat for decades was from Mcdonalds, and likely still is.
so red meat and eggs got bad ratings due to fat, cholesterol, etc. when in reality both are healthy when eaten the right way.
yet the take away from many is "see they dont know what they're talking about, they said its bad now they say its good" *sips size large mcdonalds coke*.
