Two flaws.
1: There is no proof whatsoever that Russia is targeting the civilian population. Plenty of proof they've killed civilians, none that it was their intent to. Indeed evidence is to the contrary. Why is Kiev still there if Russia is trying to kill civilians?
2: A flaw with living in a democracy is that the right to self governance comes with the responsibility of being a military target. It isn't a pleasant realization but it is a reality. The only truly innocent people who've died are children and people who were denied the right to vote.
