Only thing this does is makes the average person in that country further aligned with their nationalistic politicians imo. Us against them mentality, reinforced by unfair treatment.

Vast majority of these athletes have nothing to do with the war, nor do they have an iota of power to change internal politics. So you’re punishing them purely on an ethnic/national basis. Kind of dumb but in the grand scheme of things means nothing.
