Western analysts wrote Russia is risking its security by pulling off army from different parts of the country. The reality is all of their army is getting real combat experience, weapon handling, coordinated use of artillery, drones, tanks etc. something you can't teach in military academies:

i will admit that maybe some "on the ground" recruiting is necessary, if you dont have a proper population register

i cant say how this is managed in modern day ukraine, but we know for a fact that plenty of men try to get away from being conscripted

The newest update has got the drone department covered. FYI, drone warfare is going to be the deciding element in future wars.

Of course, lots of people would try to get away but when you get enough paid volunteers anyway the urge to mass recruit is smaller.
