i will admit that maybe some "on the ground" recruiting is necessary, if you dont have a proper population register

i cant say how this is managed in modern day ukraine, but we know for a fact that plenty of men try to get away from being conscripted

Of course, lots of people would try to get away but when you get enough paid volunteers anyway the urge to mass recruit is smaller.
