Cluster munition is really good at killing civilians in densely populated urban areas. They're pretty much useless in open fields. Ukrainians need anti-air and support for that anti-air + shitloads of minesweepers, 1000000 of artillery shells and experienced/ well trained pilots they don't have.

He knows more than you and me about what Ukraine needs.

My understanding is that the US has stockpiles of cluster munitions, and its an easy move to sell these to Ukraine. its win-win really.
