The factors that led the teenager to stab a girl to death in cold blood are secondary. The severity of the crime mandates that the teenager is kept away from society for an extended period of time.
This is a continuation of her "bread" comment. Of course poverty and crime are correlated, but indiscriminate looting, theft, and gang killings are not the result of poor desperate for bread. It's not the result of people suffering from hunger. She is using it as a clumsy rhetorical tool to engineer sympathy for and morally excuse the perpetrators.
