The document posted above says that full mobilization is related to Obolon district of Kyev, outskirts. But I'm pretty sure that all the Conscription offices released the same document, while this is the one that got leaked into internets.

6 thousands of possible "dodgers" are wanted by the police of the Kyiv region - the head of the police of the region Nebitov.

“We have received 6,000 messages about individuals who dodge mobilization. The whereabouts of 900 people have already been recognized, and they have been brought to the relevant officials of the Mobilization Office (ТЦК).”

That's normal. I think it's the same for Russia and the US during the Vietnam war. Although the attack on Belogorod provoked patriotic idiots on Russian side, so they're going to have more volunteers signing up.

Draft dodging is an issue on both sides imo. It’s much more pronounced on Ukraine’s side where they had huge outflow of population already including many males simply ‘paying’ their way out of the country even with the borders technically closed. I remember at the start of the war my church was sponsoring Ukrainian refugees in Moldova. Most were women and children but there was like 10-15 young guys, probably in their early 20s that illegally crossed and the church was helping them with housing and essentials.

Russia has similar issues but they don’t have the closed borders. I know 3 people irl that left Russia (all to Moldova as they had roots there) because they are afraid of getting drafted. Know another guy that actually served in Ru military years ago, he’s 30 now living in Moscow and he didn’t get called back to service which imo may be somewhat anecdotal but it’s telling that if a prime aged ex soldier isn’t getting called back then I’m assuming that ru military is adequately staffed according to their needs.
