Start at the bottom, work your way up. If your goal is to investigate collusion with Russia you should probably start with his first campaign manager who is a known money launderer for Russia.

Meanwhile his scope was identified as collusion with Russia and anything he finds while investigating that, so he has a very wide appointed scope
