Russia possesses high quality, layered air defense systems. You know that Ukraine heavily relies on S300 rand it's a very competent system right? That's Russian tech and Russia has plenty of those, in addition S350, S400, upgraded BUK systems, Pantsir systems, Thor...

When a place is heavily defended Storm Shadow will get detected and shot out of the sky. Ukraine knows this and they will of course try to avoid Russian air defenses, striking where it's not expected
