Nah, that's more of a chmobik. The word mobik was in use long before vatnik.
ЧМО (Человек Морально Опустившийся, morally degraded person) + мобик -> чмобик (chmobik).

I understand you & the "people" in your propaganda circles are at a derangement level where you have to incorporate any slur possible into your language here, but mobik is a Russian style word shortening for "mobilised"
