The phrase "bad deal" is problematic.
If mobsters come around your business and demand "protection money", is it a 'bad deal' to pay them? Well financially, it looks bad because you are losing money for nothing. But in the larger picture, what's the other option?
Would it have been better let her people freeze while holding out for a better financial deal that would never come? She was backed into a corner.
