They hate Russians to the core, speak their language but give the Russians enough "face" . Now that the time has come since Russian is sanctioned by almost the entire West and the Russians give a green light to their country and now the Chinese are building infrastructure
so their land locked country can see the light at the end of the tunnel.
And they are rather friendly to the United States and the West.
Kazakhstan is a member of the United Nations, Collective Security Treaty Organization, Organization for Security and Co-operation in Europe (which it chaired in 2010), North Atlantic Cooperation Council, Commonwealth of Independent States, the Shanghai Cooperation Organisation, and NATO's Partnership for Peace program.

Obviously Russia can eat Kazakhstan anytime they want.
Obviously not now, when they are stuck in Ukraine.
But once they are done with Ukraine, Kazaks are possibly next.
Its possible Kazaks are doing the best they can, trying to be free from Russia, but since they arent in NATO, Russia can do anything there.
