You can look at a map of where in Belgorod region this is taking place and it's literally spitting distance across the border. Aside from a bunch of people in masks claiming that they are Russians or part of the Russian freedom legion what evidence is there that these are Russians leading an uprising? Doesn't it make more sense that it's some commandos doing a cross border raid in a sparsely populated/defended border region with little to no impact, which coincides with the fall of Bakhmut? Is it a shock that this is trending on twitter?
