Put it this way, they are still selling F-16s world wide and an upgraded version to some countries.
So those that are heading to Ukraine are older models.
On one hand they want Ukraine to receive the older models from Nato Allies so those allies can switch and buy the new F-35s.
And on the other hand Ukraine will still have to somehow pay for those F-16s after the war is "over" I mean nothing is free.
So why did they not want to give F-16s earlier ?
1. You need time to train their pilots.
2. Russia might consider that as Nato is entering the war directly.
But the above two points is not the most important points. The most important thing is , if the S400 or 300s can effectively take out F-16s, it will affect the sales like mad. Everyone will be purchasing S400s in the future.
If you are dealing with places like Iraq, Syria , Libya, Afghanistan ...sure all modern weaponry will wreck these countries apart, furthermore it was done by a coalition of the willing.
But facing Russia, no matter how supposedly "bad" their conventional weapon and stockpile is ..... you might face alot backlash and mistrust if some of your fighters get wrecked by them.
