I don't think he even have the idea why the Balkans and the Soviet Russia are poor and where it is now.
Communism is only part of the equation.
Corruption in the Balkans and Ex Soviet States is another equation.

One situation that is frequently not being talked about is rather controversial which is the religion equation.

Balkans and Poland are majority either Eastern Orthodox and Catholicism.
Both Orthodoxy and Catholicism are very tightly knitted , family bound and low trust societies.

It takes a sightly longer time for them to progress further. It is difficult for them to be put into a so called " Western Style " Democracy and free market economy capitalistic system and expect them to fly within a few decades.

Western Europe is being divided into two / Three parts, the Protestant Atheist North and the Orthodoxy / Catholic South and we have the Balkans / Poland / Russia which are similar in culture and religion wise.
The Southern and Balkan West are still practicing patronage / Clientelism abroad all walks of life .

To simply put that Russia is the main problem that the Balkans and Ex Soviet states are corrupted is simply blaming someone else for a problem that already existed in their society for 100s of years.

Did you know that the US also spies on it's allies? The NSA tapped Merkel's personal phone for example and recently it became clear that the US spies on South Korea and other allies.

Obviously I'm not talking about debate in this topic but I'm pointing out that you have the habit of attacking users via PM which is pretty rare, and it just shows how mentally unstable you are.

The problem in Europe is that every country plays their little political game.
My country, Poland, is also doing that: we are trying to be in EU while staying close allies with USA, as only the latter guarantees a proper security.
Germany and France plays a risky game for their countries to be richer. But they seem to forget the larger threat from the east, from Russia and China. They are thinking short term imo, on short and medium term incomes, while we should focus more on building long term alliance with USA and other countries who want to be friends with us.
Of course its not nice to spy on your friends, its not bringing usa-eu people together, but it can be justified.
USA needs to know what Germany and France plans, so they can handle issues with China properly.
