Dont you simply understand that a single country, Russia, can have 2 policies on vaccines?
First policy is for their own country and friendly countries like Serbia. In this policy vaccines are good.
Second policy is for countries who Russia needs to be destabilize or "denazify": Ukraine, EU, USA. In this policy vaccines are dangerous, not tested and citizens living there should avoid it.
The more chaos Russians will make in Ukraine, EU, USA - the better for their politics. Country where people argue and fight each other, where people dont want to vaccinate, where people resist science, where people die of covid: is a weaker opponent and unable to stop Russia.

Also Russia used their vaccines abroad, to gain political influence in some other countries.

You do remember thatthe WHO criticized Western countries to keep more vaccines than they were gonna need for themselves and poor countries were missing out. The only 100% way to avoid NATO war with Russia is to help Ukraine stop Russia in Ukraine.
If Putin conquers Ukraine, he might go attack next countries, which are NATO.
So if somebody wants peace, he should arm Ukraine. Its as simple as that.
And get Ukraine into NATO when its possible, after a cease fire with Russia is signed. Ukraine army is very strong, they need NATO to stop Russia but also we need them in NATO.
Germany has a small army and peaceful people that wouldn't want to go to war, especially outside Germany borders.
USA could be busy in Asia, and only give Intel help in Europe.
So we need Eastern NATO members and Ukraine teamed up to create a force that Russians will be scared to attack.
This is the peace plan for Europe.

But Russia does something else.
It supports antivaccin campaigns in countries that it tries to destabilize.
EU/USA doesnt support antivaccin campaign anywhere.
