Ukraine:
Ukraine has some corruption problems, and we all know it. Its good its fighting them.
Ukraine was under russian occupation for many years, once you are under occupation you resist your government, you create shadow market, avoid paying taxes.
The country went free in 1992, but you cant really change people behaviour quickly, especially since the rich people drive the corruption to make them even richer.
The solution: EU demands corruption free to advance on joining, this is the motivator for everybody in a country like Ukraine to fight corruption.
Yes it can be done, we had similar situation here in Poland. During Russian occupation people were not really paying all the taxes, and the corruption was abundant. Policeman stopped you for speeding? you gave him 10USD and he let you go, instead of paying 30usd ticket. Now if you try to do it you will be in serious trouble.
