It very well could be, but that would beg the question of whether Russia actually stands to gain from building additional casus belli at this point.
If Putin is desperate because he actually believes he could be killed, that could drive this into nuclear conflict. But for just geopolitical scheming, Russia is already overextended in an entrenched open war, they have no need to manufacture casus belli like the gulf of tonkin. So unless we're going to jump into Tom Clancyesque grand conspiracies about ultranationalist Russians staging a false flag to force Putin's hand, uh, I don't see the benefit. So my presumption is its a real attack and Ukraine is only denying responsibility
because it failed.
Russia certainly has the means and willingness to engage in false flags, I just don't see the motive
