2020 is a referendum on Trump, Biden could be a literal corpse and it still would be.
This all goes back to covid being Trump's undoing. Without covid, there would be some open space in the news cycle, and at least some people would be willing to take a closer look at Biden's track record. But a story like this simply pales in comparison to a huge public health and economic crisis which was exacerbated substantially by the President's botched response.

Hillary had a much longer history of corruption, unethical behavior and acting as if she was above the law. Objectively, Hillary is more corrupt than Biden, so the American public had good reasons to distrust her more. Another factor in 2016 was that quite a lot of people didnt really take Trump serious and dismissed his candidacy, thinking that he would never stand a chance anyway. This automatically put the spotlight more on Hillary.
