The bolded was done in the South from 1876 until well into the 20th century. Which goes to show that the concept of self-policing relies upon certain conditions to be effective and to not devolve into vigilantism.
Generally speaking, it tends to fail in destitute communities. Like the example of lynchings shows, it also tends to fail in areas with strong racial tensions, or with a general lack of morals and decency. It really only works in privileged middle class neighborhoods or in poorer ones with unusually high amounts of social capital.
