I would say that this has to do with Security Councils internal politics. Only Security Councils decisions matter generally as General Assembly statements are quite useless in their nature (same as eg statements by European Parliament vs actions of the European Commission / European Council). See eg European Parliament condemnation of Azerbaijan aggression in Nagorny Karabakh - yet head of European Comission - Ursula von der Leyen openly travels to Azerbaijan to take pictures with Aliyev and discuss cooperation over Azeri gas for Europe.

Same as it’s cute to see General Assembly condemn every war as it’s a morally good thing to do and also cute to see Ukraine/ US/ Canada consistently the only ones voting against resolutions to condemn Nazism.
Inside UN Security Council only China is in a realistic position and brave enough to initiate a resolution to invade Israel/Palestine to stop the conflict (ala Operation Unified Protector) - however they will never do so long as they have nothing to gain / don’t care enough about this issue to stop it / value cooperation with Israel more than cooperation with Palestine and supporting Middle Eastern states (Iran - although they do rely on Iran heavily for cheap energy)). This resolution will be autovetoed by the US so it’s a moot publicity stunt which will cost them diplomatic brownie points for no gain.
US/UK/France will never condemn Israel. Russia has its own very defined interest with Israel/ Jewish community which they play quite well (eg see recent US leak about Israel/Russia relations).
South Africa is trying to make their own way as a representative of the Global South / BRICS so they have their own gripe with double standards toward Africa / Emerging Markets vs security/economic interests of EU/US.
