Seeing as its just a newsletter platform for journalists, its no different than linking to sites like the NYTimes or WaPo or whatever else, which has always been allowed on PARD.
Never seen anyone have issue with linking to articles by journalists before, especially these high profile ones like Seymour Hersh's report which has been the subject of a whole national news cycle
It would be handy if whichever mod is taking issue with substack to just uh, read a wiki page on it
